You most certainly can build
muscle without protein powder or other supplements. Protein powder is actually somewhat useless considering your average protein shake has 20 g of protein and you can get double that from a tuna sandwich. There are plenty of supplements worth taking out there most of which contain creatine. A lot of people hate on creatine talking about how dangerous it is, but as long as you drink enough water daily there are no serious risks. I hadn't taken any supplements my whole life until last year and I added about 65 pounds to my bench press in 2 months using a couple different types of creatine. If nothing else, getting a good supplement will get you in the gym regularly and you'll get results regardless of what you take.
Bodybuilding.com is a great place to get supplements at a reduced rate if you're interested. Good Luck
